Delaware Transit Corporation (DTC) will conduct Public Hearing Workshops to obtain comments on proposed changes to DART Statewide Fixed Route Bus Services to become effective Sunday, December 15, 2019.

Each workshop will begin as an open house (approx. 30 mins), allowing attendees to view proposed schedules, interact with staff, receive clarification, and fill out comment forms. The remainder of the workshop will include a presentation of the proposed service changes, followed by public testimony for those wishing to provide comments to the audience, and to the hearing reporter. Attendees may also provide comments privately to the hearing reporter during the open house or following public testimony.

Summary of proposed changes:

Statewide

Schedule times on some routes would be adjusted to improve on-time performance and connections. Based on zero or very low ridership or close proximity to other stops, DTC is proposing the removal and consolidation of a number of bus stops. Please see below for summary by County.

New Castle County

Route 4: 10:40 PM trip from Kynlyn would be discontinued due to low ridership.

Route 8: 5:40 AM trip from Port of Wilmington and 11:17 PM from 9th at Grant St. would be discontinued due to low ridership; Saturday service would operate every 60 minutes instead of every 55 minutes to improve on-time performance.

Route 10: 5:24 AM trip from Amtrak and 11:15 PM trip from Pennsylvania Ave. at Rising Sun Lane would be discontinued due to low ridership; Saturday service would operate every 75 minutes on all trips instead of varying between 60 and 75 minutes. Routing would be revised between DE 273 & 7 Park & Ride and University Plaza as a result of Comcast's relocation from Wakefield Dr.

Route 14: Route would be extended from Washington St. to Miller Road Shopping Center, and routing to former Opportunity Center would be discontinued since facility has been relocated.

Route 15: Using existing resources, route would be split into two separate routes, 15 and 51. Route 15 would continue to operate between Wilmington and Christiana Mall serving Southbridge, DE 9 Corridor, Jefferson Farms, New Castle, Twin Spans Industrial Park, Creekwood, Reads Way and Del Tech. New Route 51 would provide weekday service between Wilmington and Christiana Mall, serving Southbridge and the DE 9 Corridor, with new all-day trips to the Collins Park and Buttonwood Communities along with serving the DE 273 Corridor. Weekday service on each route would operate every 60 minutes; Route 15 weekend service would not change. Route 51 would not operate on weekends.

Route 16: Routing would be changed to travel via S. College Ave. instead of Main St. and Park Place due to low ridership, and providing a faster ride from Newark Transit Hub and downtown Newark to Wilmington. Bus stops on Main St. and Park Place would continue to be served by Route 33. The bus stop at Pennsylvania Ave. at Van Buren St. (stop id #1269) will no longer be served by this route, along with Routes 45, 54, 55 and 301.

Route 18: Due to new road network around Wilmington's Amtrak Station, routing leaving Wilmington to Pike Creek would change to continue south on Market St. serving the stop at Rosa Parks Dr. instead of serving the Amtrak Station stop and having to loop back to 2nd St. due to safety concerns turning from Front St. to Walnut St. and from Walnut to 2nd St. Buses would be rerouted to follow Shipley, Water and Orange Sts. to reach 2nd St. The bus stop at Lancaster Ave. at Franklin St. (stop ID #1380) would be served. The bus stop at Foulk Rd. at opposite Windsor Hills Dr. (stop ID #2064) was originally removed from service and would be restored.

Route 28: Saturday service would operate every 90 minutes instead of every 60 minutes to better address the demand.

Route 34: Service to former Comcast building off of Wakefield Dr. would be discontinued, since Comcast has relocated.

Route 42: Leaving Downtown Wilmington, route would use Washington St. to quickly access I-95 rather than Delaware Ave.

Route 43: Rush hour service would be reduced due to low ridership; time changes to improve connections to Route 301 at Odessa Park & Ride.

Route 45: Due to new road network around Wilmington's Amtrak Station, routing leaving Wilmington would change to continue south on Market St. serving the stop at Rosa Parks Dr. instead of serving the Amtrak Station stop and having to loop back to S. Market St. due to safety concerns turning from Front St. to Walnut St. and from Walnut to 2nd St.

Route 46: 9:50 PM trip from Peoples Plaza would be discontinued due to low ridership.

Route 62: Schedule times would be adjusted to provide better connections with SEPTA trains.

Route 64: Route would be extended in each direction, from Fox Run west to Peoples Plaza and east from Governors Square to Wilton Walmart, operating from 5 AM and extended into the evening until 10:30 PM. Service into Glasgow Pines and Wellington Woods would be discontinued due to low ridership.

Route 301: Due to new road network around Wilmington's Amtrak Station, routing leaving Wilmington would change to continue south on Market St. serving the stop at Rosa Parks Dr. instead of serving the Amtrak Station stop and having to loop back to S. Market St. due to safety concerns turning from Front St. to Walnut St. and from Walnut to 2nd St.

Kent County

Route 105: New service to Eagle Meadow Apartments via Sorghum Mill Rd. would be added; route would extend from Gateway South Shopping Center to Generals Greene and DAFB Visitors Center, replacing Route 106 service. Expansions contingent on Route 106 discontinuation.

Route 106: Route would be discontinued due to low ridership; however, most locations would be served by other DART bus routes.

Route 107: Route would be extended on Bay Rd. to serve Kings Cliff Community. Contingent on Route 106 discontinuation.

Route 112: Weekday service would increase to operate every 30 minutes to better connect with Route 120; New Saturday service would be introduced operating every 60 minutes. Increased service contingent on Route 106 discontinuation.

Route 210: Route would be extended to service Milford Industrial Park and the Plaza at Milford shopping center, with new stops at Brandywine Counseling & Community Services, and along US 113.
