Privacy Policy – DART Connect mobile app

This privacy policy (“Privacy Policy”) discloses the practices of DART Connect, operated by Delaware Transit Corporation (DTC) and Via Transportation, our third-party contractor, concerning information we obtain by and through your use of the DART Connect mobile app (the “App”), and through other interactions and communications you have with us (collectively, the “Services”).

This Privacy Policy applies to the Services and becomes effective as soon as you access the App. This Privacy Policy governs the manner in which this App collects, uses, maintains, and discloses information collected from Users (each, a “User”).


To request, book or view your ride request in the DART Connect App, the user must create a password protected user profile including name, email and phone number. Other optional information may be requested, but the user can opt to not provide this information.

You may choose to provide us with personal information beyond what the App requests, such as through a survey, optional profile questions, e-mail or phone call. This information is used to improve our service to you or to respond to your request. By law, we cannot share this information with individuals that do not require it as a normal part of their official duties. Once the issue or concern is resolved, this information will not be retained unless required by law or agency regulation.

DTC does not collect or store personal information from customers downloading, installing or using the App on Apple or Android smartphone or mobile devices. However, personal information is collected when customers use the App to register for DART Connect. Customers who want to provide feedback in the App have the option to provide contact information if they would like a reply. Payment information is collected through the DART Pass mobile app [Privacy Policy] when users book rides in the DART Connect App.

When you download and use the DART Connect App, some basic information may be collected from your mobile device. Basic information that may be collected include:

  • Unique rider and ride numbers
  • Request date and time
  • Locations of where you are coming from and going
  • Wheelchair accessible vehicles
  • Distance and direction of ride
  • Rating of ride
  • Fare paid
  • Ride status (completed, no-show, cancelled, non-accepted, seat unavailable, out of zone, out of hours)
  • Ride requests per session
  • Wait time, late arrivals, time of arrival
  • Average walk to pickup
  • Vehicles available for rides when requested
  • Frequency of use of app for rides


We use your contact information: to complete your trip request, to contact you in response to a request you have made, to send you service or informational alerts or to send you promotional or marketing information [e.g. discounts] exclusively from DTC or Via Transportation. No other entity will contact you. Profile information will not be disclosed in a way that is personally identifiable and can be used in aggregate for app and service adjustments and to collect data about trip requests made through the DART Connect app.

Information collected from the DART Connect application will remain confidential to the extent permitted by state or federal law. This data will not be disclosed in any way which is personally identifiable. State law may, however, require disclosure upon request of certain information collected should it be deemed "public information" under the Delaware Freedom of Information Act. To learn more about requirements for requests, and information that may be disclosed in response to a request, consult the Delaware Freedom of Information Act, Title 29, Chapter 100 of the Delaware Code. VIA Transportation Inc. is also subject to applicable state and federal laws which prevent disclosure of personally identifiable information to those who do not require access to it. DTC is required to obtain consent to collect and use this information, and your acceptance of this privacy policy is user consent to provide this information to DTC and VIA Transportation Inc. DTC and Via Transportation will not distribute, share, sell, or lease information collected from the DART Connect App to third parties for direct marketing or e-mail marketing purposes. The information collected at this site will remain confidential to the extent permitted by state or federal law.

VIA Transportation may utilize third party partners for various functions as part of the DART Connect App whereas the third party’s Privacy Policy or Terms of Service are in effect.


We may need to change these terms to reflect changes in law or best practice or to deal with additional features which we may introduce. DTC will make changes in a revised Privacy Policy posted to this we page without express prior notification to users. Please review the Privacy Policy periodically.


We collect and store your location information if you enable your mobile device to send it to us. We may also collect information that identifies the mobile device you are using. Collection of this information improves the provision of DART Connect service. You may opt-out of location-based services at any time by editing the setting at the device level.
