Welcome to DART Mobility!

Delaware Transit Corporation (DTC) is committed to improving transportation access for seniors, individuals with disabilities, and low-income residents. Through DART Mobility (Section 5310 Program), we help remove barriers and expand mobility options across the state.

What is the DART Mobility (Section 5310) Program?

The purpose of the DART Mobility (Section 5310 Program) is to meet the transportation needs of Delawareans where public transportation services are not available, insufficient, or not appropriate. This program is funded by the Federal Transit Administration (FTA). DTC administers the grant to various organizations to purchase vehicles. The DART Mobility program helps nonprofit organizations purchase vehicles, lease or purchase equipment for passenger facilities, provide bus stop and pedestrian accessibility improvements, and more to benefit seniors, people with disabilities, and others in need within their communities. Funding is provided annually. Eligible funding recipients include:

  • Private nonprofit organizations
  • State government
  • Local government
  • Public-transit operators
  • Private shared-ride transportation companies

  • Need transportation assistance
  • Don’t own a vehicle
  • Live in limited transit areas
  • Require accessible vehicles

How do I apply for this program?

Ready to apply? See the list of required documentation below.

  • A completed application for vehicle funding.
  • Current Financial Statements and last Independent Auditor’s Report.
  • A signed copy of the FY’25 Federal Transit Administration’s Certifications and Assurances (attached to application for new applicants).
  • Certification of Incorporation in the State of Delaware (Articles of Incorporation).
  • Certification of Non-Profit Status – Internal Revenue Service Section 501(c).
  • Organizational Chart as referenced in Section 8, Number 6 of the application.
  • Title VI Implementation Plan (attached to application).
  • Liability Insurance Certificate.
